Understanding Impact of Migrating Workspace Tags to Professional Plan

Another question about the impact on migrating from workspace tags (Legacy to Professional Plan). How is it possible that changes can be made, and that they would affect other linked projects? And why are some projects toggle-able, and others are not? See the two screenshots within the thread. Thanks!

And one more thing… I am really disappointed that this feature is deliberately broken, and the data being used to generate summaries are not even viewable within a given tag. There are 152 uses of Fragmentation but I can’t see them below. The help text is wrong, there is data to display, it’s just not being shown. I thought these would become read-only from our plan change, not removed from view:

Another example — the summary is wrong (this particular tool is only available to one part of a federal agency, and is not available to states), but because the tagged highlights aren’t being shown, I can’t hunt down why this summary is wrong:
