Confusion with Project Setup: Missing Empty Board States

I'm feeling really dumb here. Before when I'd create a new project and have the view as "board" (or frankly, any of the other options) there would be an empty state of a board category that I could change the title, add a card to, add another board, etc. It seems like all of that capability is gone? I'm so confused. I've looked all over the place and I'm completely lost on how to start building on this. It's only after I upload a video am I able to see those empty states. But often when I'm beginning a project, I start to organize the boards, empty state cards (that would contain the video), and cards in a separate data board (list view) that contains documentation (such as project objective, any resources, etc). Please helps!!
